Transaction Originator

We have noticed that the Transaction Originator is changing based on the user id of the person who last updated the order.  

For example.  I create a sales order; the TORG is my user id.  However, the order went on Credit Hold.  When accouting released the hold the TORG changed to their user id. 

Based on the info below, I would expect the TORG to remain the person who created the order.

Alias: TORG
The person who originally entered the transaction.

Is there a setting we need to apply?
