How to update IBY_EXT_PARTY_PMT_MTHDS - PAYMENT_METHOD_CODE

Hi
I have about 5000 Supplier Sites that have no entry in the table IBY_EXT_PARTY_PMT_MTHDS.UPDATE_EXTERNAL_PAYEE

I am looking at the API IBY_DISBURSMENT_SETUP_PUB to populate this table but although I get a status of 'U' when completed, neither the default DEFAUL_PAYMENT_METHOD_CODE on IBY_EXTERNAL_PAYEES_ALL table not the PAYMENT_METHOD_CODE field on IBY_EXT_PARTY_PMT_MTHDS is updated.

Am I using the correct API ?
