PO Dispatch via BI Publisher

We are using the PO Dispatch report in BI Publisher format. We've had to do some special formatting to get the decials and commas to work correctly and now are just left with trying to get the Due Date to be formatted as DD/MM/YY as that is the standard format for the Latin American vendors we are working with. I've tried Microsoft formatting and oracle formatting and nothing seems to make this date be formatted any different. I looked through the PO_DISPATCH program and the associated app package code and still couldn't see where it was being formatted outside of
