Match voucher to open receipt hits Event rule error

Hi, wonder why this P0411 match voucher to open receipt gives this error Event rule error ; pls see attached

This happen only in one machine only B7332 fat client when creating voucher match...They reinstalled and look still the same.  Wonder can i go to IV (fastpath) to check out the version again?
