Link between cst_inv_layer and mtl_onhand_quantities_detail when inventory is moved

We are a FIFO system and going through conversion

we need to upload our onhand quantity to our new system--not a simple upgrade but a conversion of different legacy systems into Oracle 12.1.3

the create_transaction_id at the time of receipt does not match onhand create_transaction_id when inventory is transferred into different subinventories not sure why it would create a new one but now we cannot link our onhand to the layer cost

how is it linked--do we have a view or some other function?
