Fast Start Failover is not working - how to diagnose

I have two databases on different servers (with AIX OS) - primary and standby with a DataGuard configuration setup. I also have an observer server (Linux) and fast start failover enabled. I am testing out different failover scenarious. one of them is shutting down primary database and waiting for failover to occur to standby.

I waited a while and then checked the standby database and executed the following:

>select name, open_mode, database_role, force_logging, flashback_on, switchover_status, protection_mode, protection_level from v$database;SQL>

NAME      OPEN_MODE            DATABASE_ROLE    FOR FLASHBACK_ON
--------- -------------------- ---------------- --- ------------------
