Unable to create the Business Service 'Siebel Tools IPack Deployer'(SBL-DAT-00227)

We are upgrading from Siebel 8.1.1.4 SIA to Siebel 8.1.1.11 SIA (Innovation Pack 2013). During execution of Incremental Repository Merge we receive the following error messages:

Unable to create the Business Service 'Siebel Tools IPack Deployer'(SBL-DAT-00227)
Could not find 'Class' named 'Siebel Tools IPack Deployer'. This object is inactive or nonexistent.(SBL-DAT-00144)

We have checked the IRM configuration file "irm_sav_file.ssf" where "D:\Siebel\8.1\Tools_1\INNOVATION_PACK\" directory is mentioned, but we could not find this directory anywhere in our environment. 
Also before repository merge execution step the wizard stopped asking to choose the repository for compilation, so we have chosen "New Siebel Repository". There were several repositories to choose from, e.g.
