Error on downloading attachment from Oracle Email Center 12.1.3

Within OEC 12.1.3, we are having below error on opening attachments.
"Unable to download. Unable to open internet site. The requested site is either unavailable or cannot be found. Please try again later"

This may be network related but its starting to occur frequently. No issues on other forms.

Can you advise?
