ImportSecurity.cmd Hyperion Planning 11.1.2

I am attempting to load planning security using the utility.  I receive the following error in the importsecurity log..

Fri Nov 15 12:32:47 EST 2013 :: The length of the string:: 1
Fri Nov 15 12:32:50 EST 2013 :: Validating the Secfile.txt...
Fri Nov 15 12:32:50 EST 2013 :: ---------------FILE NOT FOUND EXCEPTION COMING-------

I first ran an ExportSecurity.cmd.  and did not specify a file and it created  a file called secFile.txt at the root of which was unexpected since the documentation says that the SecFile.txt needs to be placed in the plannin1 dir.

The other unexpected was the name of the file the Export created. secFile.txt.

I have tried placing the file in numerous directories including the one from the documentation however it always says File NOT Found.
