Patch running slow while applying NLS patches

 Hi-
We are upgrading EBS from 11.5.10.2 to 12.1.3, We have about 26 Countries.
While applying NLS patches for main 12.1.1 upgrade driver patch for these 26 languages, patch is running for hours with following messages:

    Processing line 12160000.
    Processing line 12170000.
    Processing line 12180000.
    Processing line 12190000.
    Processing line 12200000.
    Processing line 12210000.
    Processing line 12220000.
    Processing line 12230000.
    Processing line 12240000.


Note: Patch is in progress, But it looks like a performance issue and this is at "processing lines " since last 3 hours.

Please provide any suggestions on this.
