dropped disk prevents mounting diskgroup

 several months ago I dropped a disk from a diskgroup.  This went well, the rebalance finished.  The disk has been removed and dedicated to another purpose.  Now, when ASM was restarted, the diskgroup will not mount:
ORA-15032: not all alterations performed ORA-15017: diskgroup "DR_ARCHIVE" cannot be mounted ORA-15063: ASM discovered an insufficient number of disks for diskgroup "DR_ARCHIVE"
