Conflict Minerals in PG&C Module

Getting ready to create a specification to handle "Conflict Minerals".  I already have REACh and RoHS specifications but I would appreciate feedback on how others have setup the specification and whether or not you setup a simple mult-list for smelters or setup smelters as company objects.  Thank you in advance for any feedback you can provide.
