SQL TUNING not working in OEM even though control_mangement_pack_access = DIAGNOSTIC+TUNING" and SQL

OEM 11g  (oracle solaris 10)

Target Database 11.2.0.3 (oracle solaris 11)

When I try to implement a SQL Profile in OEM GRID I get the following error:

     The page requested is part of the Database Tuning Pack.

     You are not yet licensed to use the Database Tuning Pack. If you like this functionality, please see your super administrator about obtaining a license.

When I tried to open the HISTORY view in the PERFORMANCE tab I received the following error....

      Error.   Data Not Available. Statspack data is not available for this database instance. Make sure that Statspack is installed on the target instance.

The database "NETGIS" that I  am trying to tune has control_mangement_pack_access = DIAGNOSTIC+TUNING"
