Can't create requisition in iProcurement without Project and Task information.

 Hello!

We use Oracle Application 12.1.3.

In iProcurement we have following problem -  when we filling information about requisition  without project and task on the "checkout" page, we can see next error message - Error - Project information is incomplete. 
But Project and Task is not required fields. In java requisition form we can create requisition withount Project and Task.

Why do we get this error message. Is this bug or we did not do all setting?
