Oracle Fail Safe licencing

I have a question regarding Oracle Fail Safe and the licencing of the passive node in the cluster.

I have always understood that the passive (satandby) node does not require licensing unless it us used for more than 10 days

per year. This I have believed to be true regardless of whether the failover is configured to be manual or automatic.  I am now being advised that if the failover is configured as automatic then the standby node in the cluster must be licenced.

Can someone provide clarity please ?
