HR Organization Structure - Reporting Information - Cannot select Manager

Hi,

We are currently trying to link a Manager to a Organization of Type "HR Organization". When clicking on the Reporting Information, it brings up a screen with a start date, end date, reporting name and manager. The manager is a LOV however it contains no values?

Please help!
