STAR program errors out when run in Toal Refresh mode

Running  the STAR refresh program in total Refresh mode ends in error.  If the resource is removed from the territories then STAR completes normally. The fnd log (error portion) is given below. This is happening for all usages.


API jty_tae_index_creation_pvt.cal_selectivity has failed as the number of rows in the table JTY_1003_DENORM_ATTR_VALUES is 0 jty_tae_index_creation_pvt.cal_selectivity has failed with G_EXC_ERROR exception API jty_tae_index_creation_pvt.selectivity has failed jty_tae_index_creation_pvt.selectivity has failed with G_EXC_ERROR exception API jty_tae_index_creation_pvt.SELECTIVITY has failed jty_terr_denorm_rules_pvt.create_dnmval_index has failed with G_EXC_ERROR exception JTY_TERR_DENORM_RULES_PVT.CREATE_DNMVAL_INDEX API has failed API JTY_TERR_ENGINE_GEN_PVT.gen_rule_engine has failed with FND_API.G_EXC_ERROR exception
