help with a PRE condition in a workflow

Hi I have the below workflow which is setup to identify when specific fields change if they are of a specific contact type or distribution channel.  I have it working however, I recently added in some additional logic to account for when the contact type changes (and subsequently then meets my contact type criteria) yet this piece of the filter doesn't seem to work at all.  here is what I have (I bolded the line that is not working)

any help would be greatly appreciated.
