Requirement in BWC

Hi,

 I have the below requirement in BWC

1. Responsibilities which will have only REquisition tab assigned for only querying

2. Responsibilities which will have all the tabs like Requisition, PO and Agreements but for query purpose

3. Responsibilities which will have full access even for updation.

Please help how to achieve this.
