Preventive Controls Govenor Form Rules

I have coded a form rule in PCG to disable a menu item.  The rule is working, however there is one navigation combination which is enabling the menu item I have disabled.  I think this is being reset by a form-level APP_STANDARD event.  I've found some documentation which indicates you can call APP_STANDARD.SYNCHRONIZE to force a refresh of the menu, but after adding this to the SQL code in the rule elements, I'm still not able to have my rule override the APP_STANDARD event which I believe is disabling it. 

Does anyone have any suggestions on how to make a form rule override an APP_STANDARD event?
