NLS merged 6678700 performance

We have in process of upgrading  11.5.10.2 to 12.1.3. We have currently applied R12.1.1. english driver patch(6678700).NLS patches( 6678700) for other 17 languages are merged. Merged Driver patch is running slow, it takes 4-5 hours before it initiate workers. last time workers were running for approx 55 hours before error was encountered by patch.

We've applied patch 8576725 but time has not decreased.

What would be an acceptable time for completing this merged patch?


I'll appreciate any tips for improving the performance of this patch.
