Is Public Sector General Ledger available in Russian language?

There are some modules in OeBS Financials besides well known GL, Payables, Receivables, Cash Management, Fixed Assets. They are Public Sector GL, Public Sector Budgeting, Public Sector Receivables and Public Sector Budgeting. I would like to know are they translated into Russian? Have they been implemented anywhere in CIS countries?
