Searching MOS gives me few notes like (1446336.1,741800.1)

Following the note 1446336.1, I found that OKS is not active in our system

The note 741800.1 says to skip this if OKS is not used, but the applies to section of the document shows Version 12.0 to 12.1, so am little confused here 

can any body clarify if its ok to skip during 12.2 uprade as well?
