After Cloning

Hello,I am trying to clone the R 12.1.3, done all the steps, and application is also up and running, but when I try to login through sqlplus it give me this error.

[oraihcc@erptest ~]$ sqlplus apps/apps

SQL*Plus: Release 11.1.0.7.0 - Production on Tue Nov 19 14:39:49 2013

Copyright (c) 1982, 2008, Oracle.  All rights reserved.

ERROR:
ORA-12547: TNS:lost contact


Also in the Listener control when I try to run/ check the status of the listener it give me error, and strangely its still using the parameter files of the Source system, 

LSNRCTL> start IHCC
Starting /u01/oracle/CRP/db/tech_st/11.1.0/bin/tnslsnr: please wait...
