Using Cut-Off time in order entry to Forward Schedule Shipments

A customer of ours wants to add an extra day to the Scheduled Pick Date (PDDJ) when entering an order after a specific time. E.g.:Order entered 19-11-2013 before 16:00 hours will get a PDDJ of 19-11-2013, a Promised Ship Date (PPDJ) of 20-11-2013 and a Promised Delivery Date (RSDJ) of 20-11-2013.
Order entered 19-11-2013 after 16:00 hours should get a PDDJ of 20-11-2013, a Promised Ship Date (PPDJ) of 21-11-2013 and a Promised Delivery Date (RSDJ) of 21-11-2013.

What setup is required to have this functionality available in Order Entry and Shipment creation?
