Batch Import Issue A931

After following the Import/Export rules in the documentation, I am experiencing a situation where the last field of a batch import CSV file has a quote appended to that field on the iSeries (AS400) or if it is a one character field, a replacement of the value.  I have examined the actual CSV file and imported it into Excel and other utilities with no problems. I have even removed the last field and the quote problem still exists on the new import.  I'm almost convinced that this is a bug, but I'm wondering if anyone else has experienced this in
