Deleted Listener still using 1521

 Hello, I deleted my listener on 11g manually.  I could not use the oracle tools to delete it.    I deleted the info in the registry for services as well as in the various  oracle listener folders in the registry, however when I try to create a new  listener, it says that  another application is using port 1521.  

I used nestat -ao, and did not see the port in use. 

How can create a new listener on 1521 port?
