ORA-01339: LogMiner BUILD: Error copying system catalog metadata to LogMiner dictionary

I apologize if this has been posted in the incorrect community.
Has anyone ever had an issue when executing "dbms_logstdby.build" causing the following errors to be displayed:

ORA-01339: LogMiner BUILD: Error copying system catalog metadata to LogMiner dictionary
ORA-06512: at "SYS.DBMS_LOGMNR_INTERNAL", line 5972
ORA-06512: at "SYS.DBMS_LOGMNR_INTERNAL", line 6070
ORA-06512: at line 1
ORA-06512: at "SYS.DBMS_INTERNAL_LOGSTDBY", line 433
ORA-06512: at "SYS.DBMS_LOGSTDBY", line 176
ORA-06512: at line 1

The following is the only information in the alert log:

ALTER SYSTEM SWITCH ALL LOGFILE start (database_name)
