OTL: Timekeeper Explosion

We have upgraded to R12 and have installed the timekeeper module.  Up until now, we have entered our time in OTL and processed our payroll.  Now we are entering our time into timekeeper and  transferring from timekkeeper to OTL.  This process is causing our regular pay hours to explode into overtime when the hours are greater than 15 hours for a specific day.  I have tried to change the basic earnings policy hours to a number greater than  15 but the system will not allow me.  It comes back with the following error message: APP-HXT-39582: Hours must be less than Hours on
