Unable to be successful using LCM to copy PROD to TEST with Classic Planning in 11.1.1.3

We are trying to prepare for our upgrade to 11.1.2.3.  We want to have our TEST system be identical as PROD and as recent as possible.  I have not been successful using LCM no matter what sequence what order etc I try things.  The documentation for LCM is lacking for this release.

Does anyone have an accurate set of steps that may work for me?  We have 3 cubes, 2 are active.  1 cube is workforce.  Any ideas?

Most artifacts come over, but many workforce artifacts fail.
