Un able to see Master organization

 Hi,
We have created a new responsibility and for that new responsibility we have defined the MO Operating unit profile option still we are not able to see all the organization in that responsibility.

To avoid this we have to use the organization access functionality to view the other organizations.

But still I am confused why we are not able to see the organizations even after setting the MO Operating unit profile option. If some one has any clue about it please let me know or if some one has ever faced this issue earlier kindly share the cause of this issue.
