Why only one binary home in EM12c?

We're running Oracle 11g with RAC one-node for fail-over capability on Linux.
When the database instance is running on the active node (call it serverA)  the Oracle Home for the database binaries on serverA appear in OEM.  When we relocate the database to an instance on serverB node, the database is stilll associated with the O/H on serverA in the OEM console.  

This causes problems when we try to evaluate a patch plan, since these are independent (not shared) binaries in separate O/H's on separate hosts and managed by separate EM agents.

Nothing we've tried, short of rediscovering the hosts, changes this behavior.  It is this way for all RAC one-node installations in our environment.
