IN_PUB_MSG creates loads of blank xml for PO Dispatch

We have recently done an upgrade. After go live we are seeing that IN_PUB_MSG is generating 18-20 blank xml per run though we are not sending EDX PO's.

Has anyone ever encountered this issue before? Or can someone provide the source tables for this process?
