Timecard should default to employee's Tax Area Work on the National & FIscal Data

We are in the process of upgrading our JDE System from 8.11 to 9.1. During 9.1 testing of an Interim Payroll Check, I noticed that the employee's Work Tax Area Code on the timecard is coming from the Employee's Home Business Unit instead of the Employee's Work Tax Area set up on the National & Fiscal data screen.

I am thinking this must be a processing option selection because in our 8.11 system, when I process this same Interim Payroll Check, the Work Tax Area Code on the timecard is coming from the Employee's Work Tax Area setup on the National & Fiscal Data.

We need 9.1 to default the Tax Area Work code from the Employee Master record then the Home Business Unit.
