OEM 12.1.0.3 
Jobs show status of "Scheduled", never actually run and error with:
00:26:43Attempt #5 running step. Error: Error attempting to invoke console command, retrying00:36:57Attempt #10 running step. Error: Error attempting to invoke console command, retrying
00:47:07Attempt #15 running step. Error: Error attempting to invoke console command, retrying
up through attempt #25.

Set job_queue_processes up to 20 from 5: same symptoms.
