Error - Either Quantity or Amount is required for distribution line

Since we have patched from Mp4 to Bundle 23 MP11, users have not been able to save new changes to a rolled PO (open PO), and have been getting the following error message.

Quantity or Amount is required (10200,207)
Either Quantity or Amount is required for distribution line.

Have tried to amend the same PO in an environment prior to patching and record saved successfully.
