Services relocation

 Hello,
Is it necessary that whenever we bring down the primary(preffered instance) the services would fail over to secondary if we have configure preferred and available instances for the service.

Addtionally,on vicer versa if we bring up primary instance would the services be again relocated back to primary automatically?
