Delivery lines not getting split though less onhand quantity than ordered quantity

we have an issue like delivery lines are not getting split during pick release though it has less on hand quantity.

Eg.

Item A ordered with 100 quantity in a Sales order and during pick release only 50 quantity available... So this case after pick release line should get split it two and requested quantity should show 50 for the pick released delivery detail. But it showing 100 in requested quantity of WDD.

THis issue occur once in a while in production but we could not replicate the same in test environment. Any help to find the reason for not getting split...
