Open Setup Business Group Responsibility

Hello Sir,
Am try to Open a responsiblity attached to Setup Business group for both profiles option (HR: Business Group & HR: Security Profile), but its giving me an error APP-PER-52803 Your business group dose not match your security profile. but actually this is not correct. Please advise how to solve this problem.
