Core Concurrent Processing - EBS (MOSC)

Concurrent Requests is running but respective SID is INACTIVE state

 Hi 
Users are reporting that request is running from long time.when I have checked and found that the number of same request is running but respect sid are inactive and wait event is SQL*Net message from client.
Please share your thoughts on this issue.
