Bill of Material feature planned percentages not being recognized when exploding forecast with plann

I am attempting to explode a forecasted demand for a planning BOM parent down to two planning BOM components using the R3482.  I have my setup in accordance with the planning BOM document.  It works, but ignores my percentage split and puts 100% of the demand to both components.

I am in 9.1
