Group Gross Up not adding in SIT for Tax Area in TARR

We are using JDE Enterpriseone 9.0 and are doing group gross ups for $100. We noticed for an employee who works in Texas (TARA =44) where there is no SIT, but has Residence tax area of Arizona (TARR=03) the group gross up is not adding the SIT that is being deducted for Arizona income tax to the gross up and the gross up and is calculating under the $100.

Do you know why that is?
