Geocode Upgrade Manager is completing in Status =P for 2013

All-

We have been testing the Year End Phase I and the Annual Geocode Upgrade Patches and have found an issue with the post-install step of running the Geocode Upgrade Manager.

When the Geocode Upgrade Manager is ran for the first time (since installing the patches) in DEBUG mode, it errors out at the point of GEOCODE_ANNUAL_2013 Completion Status =P but the corresponding report provides NO data of which action is required.    We then ran that same Geocode Upgrade Manager a second time in DEBUG status to see if it would complete any better and it then errors out at the point of GEOCODE_ANNUAL_2009 Completion Status =E.       The inconsistency of the same program runnig in DEBUG mode is a bit disconcerning because, at the very minimum, I woudl think it is running
