What patches are needed to set up Project Accounting (PA) in the United Kingdom?

Hi,
Apps 12.1.3

We’ve been on EBS 12.1.3 since 4/22/2012. We were on EBS 12.0.6 starting in 8/02/2009. We upgraded from 12.0.6. We upgraded to database version to 11.2.0.3 from 11.2.0.2 as part of the relocation of the Oracle hosting services.
We applied the CPC patches (through July 2009) on 8/20/2010. We went live on Oracle Projects (Billing / Costing / Manufacturing), Order Management, and AME on 2/01/2011. We have five business / operating units.

Our company is starting a new legal entity and operating unit (OU) in the United Kingdom (UK) and wants to be operational in Oracle EBS by the end of January 2014.
The modules that need to be setup by the end of Jan-2014 are GL, PR/PO (Purchasing), AP, AR, Cash Mgmt, Fixed Assets, PA, and eBus Tax.
