Unable to create HTML instances after applying WLS patch 17071663

 We are having some performance issues with our HTML servers, we have WLS 10.3.6 base.  We were told by support to apply patch 17071663.  After installing the patch we are not able to successfully create HTML instances.

Unfortunately we are not getting much results from support on this.  Has anyone seen or had this issue?

We are on E1 9.1 TE 9.1.3.2

I am seeing the stuck threads in Server Manager and in the WLS console, they all look similar to this
