PSB - Cannot locate standard service package, base for positions created in PSB. Base is assigned f

Hello!

I am currently working in PSB and am having an issue with the standard service package.  The positions that were brought into PSB through a data extract have the standard package, BASE, assigned.  However when i go into an employee that was created in PSB, it will not allow me to assign BASE to that employee, eventhough it autopopulates in the field.  The error I receive is FRM-40212: Invalid value for field SERVICE_PACKAGE_NAME.
