Patch 16198666 : Rel 12 : AR : File 'arglc.ldt' fails with ORA-1400 - "Cannot insert Null into "AR".

Hi there
There are actually two patches which we have tried to apply, and both have failed on
exactly the same worker task and error message

The patches are :
    16198666:R12.AR.B ("R12.1: RECEIVABLES RECOMMENDED PATCH COLLECTION (RPC), MAR 2013")
    17217076:R12.CE.B ("R12.1: Cash Management Recommended Patch Collection (RPC), Sept, 2013")

Both failed on FNDLOAD file 'arglc.ldt' with :

   ...
   Uploading from the data file /u01/ar121/QA/apps/apps_st/appl/ar/12.0.0/patch/115/import/US/arglc.ldt
   Altering database NLS_LANGUAGE environment to AMERICAN
   Dumping from LCT/LDT files (/u01/ar121/QA/apps/apps_st/appl/ar/12.0.0/patch/115/import/arglc.lct(120.1), /u01/ar121/QA/apps/apps_st/appl/ar/12.0.0/patch/115/import/US/arglc.ldt) to staging tables
