how to change Transparant Data Encryption Key and what is consequences of that change?

we have the advanced security option; and have transparant data encryption enabled for a few tables;1. i am being told that once a year we are to change the keys; how to do that?
2. and what happens to the data that was inserted before the key change? do i have to change that data too?  or how does oracle transparant data encryption do that?
