Unable to start CRS on a node..

ORA-15077: could not locate ASM instance serving a required diskgroup.

I ran KFED on the /dev/emcpowerh1 disk that is used for OCRVOTE from both nodes. Both nodes can read the disk and identify it is OCR disk. But ASM will not start and has the following errors
