after upgrade to 9.1 encountering fetch from (new table) F4201TX table failed

after upgrade to JDE 9.1 from 9.0, every pick confirm or ship confirm is encountering 'fetch from (new table) F4201TX table failed' error messages.  This is a tax table of some sort, which is empty in our system.  is there a configuration setting that I change to avoid this check/warning?
